There's an interesting article in yesterday's NY Times (http://www.nytimes.com/2010/03/31/arts/design/31planning.html?sq=haiti%20decentralizing&st=cse&adxnnl=1&scp=1&adxnnlx=1270065693-EFCJhQ7qddtpsmfumdWxxw) about recommendations from Haiti's planning commission. The basic idea is to encourage population growth in smaller cities in areas less prone to damage from earthquakes and hurricanes. Anything here applicable to Belize?
